In Simple Language : Its basically a website with hosting provided by Google. In where you can publish articles related to any topic which are allowed by Google Policies and When you Pass the required Adsense Policies you get your blog monitized, which means you can earn from it. There are various other companies which provide service like blogger but inturn you need an investment, Blogger provides free hosting to you where as other companies  need paid hosting for your own blog. Few of them are : Wordpress, Tumblr, Weebly, Ghost etc.

If you already have created you may skip this section. Here are the steps you need to follow :

1. Create a blog

1. Sign in to Blogger. (www.blogger.com)
   
2. On the left, click the Down arrow Down arrow.
3. Click New blog.
4. Enter a name for your blog.
5. Click Next.
6. Choose a blog address or URL.
7. Click Save.
